Elysa is a respected and longstanding leader of (OASIS) Organization for the Advancement of Structured Information Standards.  She is considered as the "mother" of the Common Alerting Protocol (CAP) Standard that allow warnings to reach over 90 percent of the world’s population.  

With her proven track record and unparalleled expertise and global influence in digital messaging, Elysa drives innovation and operational excellence in the critical domains of emergency communication and data interoperability that serve Datacast Technologies well.

Claudia pioneered the first digital alert system (EAS), showcasing her commitment to advancing critical capabilities in emergency management, ensuring a safer world.

Founder & Chief Scientist

Meet Mark, a respected engineer, leading expert in broadcast technology and a crucial contributor to the U.S. Wireless Emergency Alert (WEA) System.

As an internationally respected expert in telecommunications, ICT technologies, IoT, M2M, and Vehicle-to-everything (V2X), Mark has a master’s degree in advanced Networking (MSC) and holds the esteemed title of Chartered Fellow of the Higher Education Academy of the UK. At the University of Cumbria, currently teaching smart instruments and Advanced Networks for the BSc (Hons) in plant engineering, specializing in IoT and wireless machine-to-machine communications for the nuclear industry.

Mark is a distinguished expert in Third Generation Partnership Project (3GPP) standards and serves as a Science Advisor for the UN and WMO’s global initiative, “Early Warnings for All”. Additionally, he holds the position of Editor of Best Practices in Mobile Alerting at the Organization for the Advancement of Structured Information Standards (OASIS) Common Alerting Protocol (CAP). With his extensive expertise, and leadership, Mark plays a pivotal role in shaping the future of telecommunications and emergency alert systems worldwide.

Recognized for his outstanding achievements, Mark received a Diploma De Recognition from the ITU for his role in the Tampere Convention on Disaster Communications and the 'European Citizenship' award by the E112 society for his commendable humanitarian efforts in Cell Broadcast. Mark has served both the Red Cross and the UN as a Disaster telecommunications coordination officer and writes and lectures on emergency telecommunications at the University of Madison, Wisconsin.

Chief Revenue Officer (CRO)

Meet Tommi, a Senior Fellow and Advisory Board member at Homeland Security's Emergency Management Center of Excellence (HSEM), recognized as an Enterprise Security Risk Management Business leader and influential Security Technology Market Influencer. With a unique talent for turning market changes into opportunities, Tommi excels at driving initiatives from ideation to execution.

As a trusted advisor in the Fortune 500 global enterprise security leadership community, Tommi specializes in aligning business goals with risk and operational transformation, consistently delivering smart strategies for enhanced security, regulatory compliance, operational performance, and overall business success.

Throughout her dynamic career, Tommi has disrupted industries and introduced innovative ideas, creating beachheads for new markets. In healthcare, she pioneered groundbreaking solutions, reducing liability and preventing hazardous waste, leading to repeatable cost savings for hospitals.

Tommi's ideation-to-execution approach played a pivotal role in achieving environmental responsibility commitments for the City of Seattle and State of Washington under the Kyoto Protocol. Committed to community impact, she orchestrated a key environmental program redirecting organic waste, significantly reducing costs for local food programs, earning her the Mayor's End Hunger Award for Community Leadership.

Chief Legal Officer (CLO)

Meet David, he navigates the legal landscape for DCTI, overseeing corporate matters, transactions, and the protection of intellectual property through collaboration with external law firms. He serves as the sole independent director on the DCTI Board, offering unparalleled leadership and strategic counsel to its Legal, Human Resource (HR), and Technology teams.

Bringing extensive experience as EVP, General Counsel, and CLO for a telecommunications startup that secured $600M and a healthcare company that raised over $80M in investor financing, David is a seasoned professional in legal and financial realms. With over two decades in intellectual property law, his expertise extends to his 20-year tenure at SBC/AT&T, where he spearheaded digital, data, and intelligent technology assessments, industry standards efforts during divestiture, and various leadership roles.

Before entering the legal arena, David was a technology leader and innovator, recognized in US and ITU standards committees. He served on a 10-person telecommunication policy advisory council for the US Department of State's Trade Representative. Additionally, David served as President and COO of a consulting firm, leading a 350-member team to provide services to telecommunication and CCTV companies across 25+ countries.

David's multifaceted career showcases his prowess in legal, technological, and business domains, making him an invaluable asset to DCTI's Board.

Chief Security Officer

Meet Art, the dynamic force behind our foundation of ‘security-by-design’ at DCTI. Art provides critical security design and operational guidance to the Technology Engineering Team. With over 21 years as a VP at AT&T and a trusted advisor throughout his career as a consultant, he brings a wealth of experience in the design, implementation, and operation of large-scale commercial and government network and security operations, along with metrics-based quality and process improvement expertise.

Art has been instrumental in shaping cybersecurity strategy, leading the Network Operations/Administration Working Group, contributing to the President’s National Strategy for Securing Cyberspace Committee, and serving on the President’s Commission on Critical Infrastructure Protection. As a co-chair of the Leadership Coalition of Global Business Protection, he has played a crucial role in influencing and implementing impactful security measures.

Notably, Art revamped the Federal Information Security Management Act (FISMA) reporting capability and structure at the National Geospatial-Intelligence Agency (NGA), significantly enhancing security while upgrading the network, processes, tools, and overall agency security.

Art's academic credentials include a Ph.D. and M.S. in Applied Mathematics and Statistics from the State University of New York, Stony Brook, a B.S. in Applied Mathematics and Statistics from Brown University, and completion of the Advanced Management Program at The Wharton School, University of Pennsylvania.

Business Operations Specialist

Meet Cathy, a distinguished Air Force veteran with a robust background in Logistic Management, IEEE Standards, and extensive experience in Business Operations. Spanning her military career, as well as within corporate and entrepreneurial leadership roles that include SAIC, Verizon and Delegata, Cathy brings a strong foundation in Quality Compliance, Process Improvement, and Business Management to the team. She has been assigned to projects such as Operations Security Analyst for the California Department of Health Care Services and an Enterprise Architecture project in Riyadh, Saudi Arabia, supporting the TakaMoL organization in their services to the Ministry of Labor. Her commitment to excellence, attention to critical detail, and leadership in diverse capacities make her an integral part of our Business Operations.
