Bringing extensive experience as EVP, General Counsel, and CLO for a telecommunications startup that secured $600M and a healthcare company that raised over $80M in investor financing, David is a seasoned professional in legal and financial realms. With over two decades in intellectual property law, his expertise extends to his 20-year tenure at SBC/AT&T, where he spearheaded digital, data, and intelligent technology assessments, industry standards efforts during divestiture, and various leadership roles.
Before entering the legal arena, David was a technology leader and innovator, recognized in US and ITU standards committees. Meet Art, the dynamic force behind our foundation of ‘security-by-design’ at DCTI. Art provides critical security design and operational guidance to the Technology Engineering Team. With over 21 years as a VP at AT&T and a trusted advisor throughout his career as a consultant, he brings a wealth of experience in the design, implementation, and operation of large-scale commercial and government network and security operations, along with metrics-based quality and process improvement expertise.
Art has been instrumental in shaping cybersecurity strategy, leading the Network Operations/Administration Working Group, contributing to the President’s National Strategy for Securing Cyberspace Committee, and serving on the President’s Commission on Critical Infrastructure Protection. As a co-chair of the Leadership Coalition of Global Business Protection, he has played a crucial role in influencing and implementing impactful security measures.
Notably, Art revamped the Federal Information Security Management Act (FISMA) reporting capability and structure at the National Geospatial-Intelligence Agency (NGA), significantly enhancing security while upgrading the network, processes, tools, and overall agency security.
